Veto players: The veto player theorem is a political theory that explains policy stability by identifying the key players who can block change. A veto player is any individual or group whose agreement is necessary for a policy change to occur. According to the theorem, the more veto players there are in a system, the more difficult it will be to change policies, even if there is broad public support for change.
