Norbert Wiener on Understanding - Dictionary of Arguments

Weizenbaum I 306
Understanding/Machine/Artificial Intelligence/N. Wiener/Weizenbaum: (N. Wiener 1960(1)): It is possible that we are not able to build a machine for reasons of principle, whose behavioral components we cannot understand sooner or later. But that does not mean that we will be able to understand these components within a much shorter period of time than it is necessary to install the machine...the really intelligent understanding of functioning (of a machine) can lag far behind the accomplishment of the task that was originally assigned to it.... this also means that machines are theoretically subject to human criticism, but the critique does not take effect because it comes too late and is no longer relevant.

Weizenbaum: what Wiener has described as a possibility has become reality. (Weizenbaum writes in the mid-seventies.)
