Freedom/Kelsen: Kelsen does not develop the idea of democracy from the theory of law, but from the idea of freedom. However, it does not follow the liberal concept of freedom, but an independent, democratic, individualistic concept of freedom, which implies freedom from the state, and an enforcement of the "freedom of the social collective"(1).
