International Organisations/Morgenthau: The technique of peaceful settlement of disputes can only go so far as sovereign states are prepared to actually surrender objects in order to submit them to an international court. The same applies to the association of states in international organisations. Sufficient in terms of securing peace, they are neither the Member States on their own nor in their interplay, both world wars bear witness to this. Even if sovereign states are capable of achieving internal peace and stability, both remain precarious at the international level. (1)
