Efficiency/Service/division of labor/Ostrom: in the area of municipal suppliers, functional overlaps do not necessarily lead to efficiency losses; they can often even bring significant advantages for users. For example, police departments: in an early study, Ostrom was able to show that targeted provision of multiple resources, cooperation, informal communication and flexible division of labour often lead to smaller departments in particular performing better than the larger ones.
