Brocker I 287 Sanctions/Morgenthau: The specific sanctioning body in the area of morality is a sense of duty in conscience, understood as an externally independent self-commitment that the other normative systems lack. Moral guidelines depend on social reality; sanctions must be threatened from the outside and, if necessary, implemented, whereby neither the source nor the type of sanction is known in advance. Finally, the real social force of law remains dependent on sanction mechanisms, which in turn are formally regulated and presuppose the availability of superior power potentials.
