Brocker I 285 Methods/Theory/International Policy/Morgenthau: Morgenthau changes over the entire book (1) from the domestic to the intergovernmental level. It is significant that this step does not appear to cause any problems. Political forces are equally effective at all levels of the social arena. What distinguishes domestic from international relations is first and foremost the way in which harboring limiting forces are able to influence politics. Whoever wants to understand the social arena must first look at the phenomenon of power, must recognize power as an objective as well as a central medium of politics. Here Morgenthau finds not only the "raw material of the social world" (2), but also the pivot of all activities in society. Morgenthau takes his starting point when looking at people themselves.
