Brocker I 781 Def Freedom/Montesquieu: the right to "do everything the law allows". (quoted in(1)). Background: Ernst-Wolfgang Böckenförde notes that the case law of the Federal Republic of Germany in the 1970s, with the so-called "Radical Decree", departed from this view of freedom when it had civil servants and aspiring civil servants examined for their attitude.
