Rights/Locke/Höffe: Locke calls the basic goods of every citizen "civil", "life, liberty and property", life with its physical integrity, freedom and property. For this and only for this, but not for the salvation of souls, religion and the practice of religion do not fall within the competence of the state. Already because the concern for the salvation of souls is a private matter for the believers, it is not the authorities' business.
