Brocker I 920 Fiscal policy/taxation/statehood/citizen/Mbembe/Herb: In African states, according to Mbembe, the fiscal relationship between the individual and the state is initially a purely violent one; it is not mediated by a public discourse on the common good. In contrast, the political significance of the tax at the beginning of modernity, for example in France, was to create a loyal relationship between the state and the citizen and to provide the state as guardian of order with military force (Mbembe 2016(1),165): "Monopoly of force and monopoly of taxation thus justified and reinforced each other"(166).
