Assertions/Statement/Habermas: for a sentence like "This ball is red" there is no meaning-preserving sentence in a non-assertoric mode. There is an asymmetry: the semantic content of any illocutionary or expressive part of a speech act can be expressed by a descriptive sentence - but not by sentences of another mode.

This asymmetry explains why we learn the linguistic expressions that are constitutive for illocutionary or expressive elements in such a way that we can use them simultaneously in the attitudes of the first and third person.
