David Easton on Culture - Dictionary of Arguments

Brocker I 495
Culture/Easton: Standards are built into a country's culture that prevent all dissatisfactions and all interests from becoming claims on the political system (1). How restrictive these cultural norms are depends on the respective society. Cultural mechanisms are an important factor in the regulation and selection of wishes. See Political System/Easton: in particular System Environment, Claims, Persistence.
