Brentano/Fodor: His thesis (the intentional cannot be reduced to neurophysiology) does not imply that there can be no intentional laws. It only tells us that if there are any, they must be irreducible.

If they exist, they must surely be ceteris paribus laws. These are special laws in science in general.
